Average monthly rents, when concessions were included, ended the year at $544 for apartments built before 1980, $665 for apartments built in the 1980s and $849 for apartments built after 1990, according to Carter. "The minor changes in market rents and occupancies during the past couple quarters reflect the stabilized market conditions in Colorado Springs," says Carter's latest report. The areas of highest occupancies are found in northeast Colorado Springs, while the areas of lowest occupancies are found in the southeast and south-central Colorado Springs.

Carter explains that the apartment market is expected to benefit for two reasons this year. One reason is the return of many of Fort Carson's troops from Iraq. The other is that there is no new construction adding to the supply.
