Meanwhile, Daley has tapped John Roberson, who has headed the city's building department, to become commissioner of the department of aviation, where he will oversee the $6-billion expansion of O'Hare International Airport.
The appointments are expected to be approved by the city council.

Casalino was in charge of the $200-million reconstruction of Wacker Drive during her seven years as project director in the transportation department. She spent the past year as first deputy director of the department of construction and permits.
In his one year running the department of construction and permits, Roberson is credited with cutting the time it takes to get a building permit by 70%. Previously, he was in charge of real estate operations for the Chicago Housing Authority.
Shiffrin was an assistant commissioner in the department of planning and development's landmarks division, where she was in charge of the city's Class L property tax incentive program.
