Halligan, who formerly held the title of director of environmental services at the Templeton Planning Group in Newport Beach, succeeds Dwayne Mears, who is now the CEO and principal in charge of the environmental services team at The Planning Center, a consulting firm that specializes in community planning, environmental services, and land planning & design.

The new director brings more than 15 years of both public and private sector planning experience to this post, including experience in environmental documentation for small-scale residential and large planned communities, high-rise commercial office projects, and industrial and mixed-use developments. The Planning Center notes that this includes "significant amount of experience preparing EIRs for large, highly complex projects, which have continually withstood legal challenge."

Halligan's responsibilities will include managing the environmental services staff, coordinating the firm's multi-disciplinary project teams, business development, strategic planning, project management, and quality control. One of his key focuses will be overseeing the growth of the Environmental Services Division of The Planning Center.

Halligan is past president of the Orange County Chapter of the Association of Environmental Professionals (AEP) and currently serves as chapter director. He is a member of the AEP State Legislative Review Committee and a frequent guest lecturer on the topic of the California Environmental Quality Act.
