Voters believe the three commissioners of doing little to improve increased traffic, urban sprawl and over-crowded schools, according to local political analysts who monitored the progress of the primary election results.
Hill, Wheeler and Rainwater continue as members on the ARC's 10-member board of directors until December when they will still have a vote on the region's $50-billion transportation plan--a plan that is expected to affect all new commercial development for the next 20 years.
Four of the commission chair races in Clayton, Douglas, Gwinnett and Henry counties will be decided in the general election in November. Local political consultants tell GlobeSt.com Roy Middlebrooks, chairman of the Rockdale County board of commissioners, looks like the only clear winner in the November election.
The ARC's 39-member board includes the chairs of 10 county commissions, Atlanta's Mayor Shirley Franklin and one city council member, the mayors of 11 other cities in the 63-city region, 15 citizen members and a representative of the Georgia Department of Community Affairs. The 10-county area includes Cherokee, Clayton, Cobb, DeKalb, Douglas, Fayette, Fulton, Gwinnett, Henry and Rockdale.
C. Crandle Bray, chairman of Clayton County and also chairman of the ARC board, and Henry County chairman Lelland Maddox did not seek re-election.
The ARC reviews all developments of regional impact and is the federally designated agency for dealing with development issues that cross city and county lines. Among those issues are transportation, land use, air and water quality.
