LAS VEGAS-Developer Sheldon Gordon and others are charging Simon Property Group with racketeering in a $1-billion lawsuit against the mall owner. Gordon, who sold his stake in the mall last year, charges that Simon skimmed profits and mismanaged the mall. Simon says the allegations are "baseless.
