It will be the 10th Kowalski's in the Twin Cities area. Jim and Mary Anne Kowalski launched Kowalski's more than 20 years ago after buying a Red Owl store on St. Paul's Grand Avenue.
Store officials have submitted a development application and will appear before the city's planning commission and the city council next month. The store has been vacant since Rainbow closed about 15 months ago and city officials have focused on getting it occupied once again. The Oak Park Heights Kowalski's will resemble the store in Woodbury, which includes a separate dining area, coffee shop and cosmetics store.
United Properties provides leasing and management for the 112,000-sf neighborhood center, which is owned by Prudential Real Estate Investors.
