CDER will consist of five wings, four of which will be six stories tall, while the final structure will feature four floors; office, research and laboratory space will be housed in the structure. Centex's involvement in the project, however, is not limited to the buildout. In October 2002, the company was awarded the construction contract for CDER, beating out several other companies that responded to the GSA's RFPs.

The CDER facility, which will be the largest building on the 130-acre campus, is part of the second phase of the grander multi-phase development; phase one involved the 114,000-sf Life Sciences Lab, which opened one year ago. Ultimately, the FDA's sprawling new complex--with Kling and RTKL on board handling architectural and engineering responsibilities--will also be home to the Center for Biological Evaluation and Research, the Center for Devices and Radiological Health, the Office of Regulatory Affairs and the Office of the Administrator.

All structures will center on one main administrative building, an existing historic structure that was originally home to the Navy Ordnance Lab. The entire interconnected, multi-structure project is on target for completion by year's end, 2010.
