"This new courthouse will serve as an anchor for additional community revitalization and will allow us to provide the citizens of eastern Montgomery County with a more efficient and modern court facility in the heart of Silver Spring," former Gov. Parris N. Glendening said in a statement upon the announcement of the project's approval in 2002.
