The plan not only gives Charter expanded space in a central location, but also launches the city's West of Market Downtown revitalization plan. With its move to center city, the growing company's taxes will directly support the downtown district.

Cygnet Properties, a Charter affiliate, is developing the class A building. It will contain a mix of private offices and open workspaces, meeting rooms, a conference room and an employee dining area and lounge. Forty of Charter's 90 employees will move to the new office, and the headquarters' staff is expected to add 20 more members within the next two years.

Rob Bowman, president, says the design will reflect the architectural integrity of the former building and include many of its original features, such as an exposed brick wall, columns and ceiling beams. The red brick facade and long windows will reflect Lancaster's historic buildings. "This is a vital way to reinvent Downtown Lancaster and leverage its important historical assets," Bowman says.

Mayor Charlie Smithgall says Charter is "one of the first private businesses to see our vision of a restored urban Lancaster" and calls the move a "tipping point" in Downtown economic development here. Charter Homes, founded in 1990, builds single-family homes and develops residential communities in York, Cumberland and Dauphin counties.
