03/10/05: Congress is expected to pass legislation that will make it harder for citizens to declare personal bankruptcy. As a practical matter this law makes a lot of sense.  Why should there be an easy way out of one's responsibilities if they've overindulged? This law is not designed to punish people under duress due to medical problems and the like. However, how this will translate into economic success remains to be seen. For example, much of the economy's growth over the last three years has been sustained by consumer spending.  This has been a windfall for major department stores, automobile manufacturers and many other industries directly related to easy credit. Although many of these sales are offset by bad debt on the balance sheet, there is no denying that the new law will impede overspending by those who are irresponsible. The major proponents of the bankruptcy bill are in fact the credit card companies and department store chains. It will be interesting to revisit their balance sheets in a few years to see if they got what they wished for.
