OXNARD, CA-Silagi Development of Thousand Oaks plans a second phase of approximately 54,000 sf in its repositioning and redesign of The Palms, a former outlet mall that has been reinvented as a retail and entertainment center, according to Westcord Commercial Real Estate Services. Tony Principe and Joe Lopez of Westlake Village-based Westcord report that construction is now under way on phase two of The Palms, where Westcord has leased 50% of the retail space in the 100,000-sf first phase as listing agents for the property.The Palms has been re-branded and configured to meet the needs of a wide range of families as reflected in the mounting residential growth in the Oxnard area, says Moshe Silagi, principal of Silagi Development and Management, the developer of the 14-acre property. The Palms occupies extensive Interstate 101 frontage between Rose and Rice avenues where the Oxnard Factory Outlet once stood. The new look of the center replaces its former tin roof and barn look with tile roofs and new Mediterranean-styled facades, tropical landscaping, stands of palm trees, an entertainment plaza and a six-story clock tower. Johnson, Mueller of Oxnard is the project architect.The new tenants at the first phase of the repositioned center include Sit N' Sleep, Furniture Expo, TLC Uniforms, California Closets, Asian Fusion, Luna's Mexican Kitchen, Marvac Electronics, Unique Home Furnishings, Crystal Nail Salon, Candle's & Things, Party On! and Carpets Direct. The second phase will feature a free-standing, 30,000-sf built-to-suit facility and 24,000-sf of mixed-use space in sizes from 800 sf. Another element of the second phase will be a transformed food court into an open air rotunda where bands will perform on weekends and amusements for youngsters will be provided. The food court will feature fountains, a fire pit, sculptures and 10,000 sf of small kiosk spaces.
