EDINA, MN-Developer Gene Haugland's plans to build a residential and retail complex on the southwest corner of 50th Street and France Avenue won approval this week from the Edina City Council.

Called 5000 France, the 90,000-sf mixed-use project will include 23,000 sf for retail and 67,000 sf for residential that would include 23 condominium units. The first level would be retail, and the top three levels would be residential. An underground garage, accessible through a municipal ramp, would include 45 stalls of underground parking for the residents, according to city officials.

City Council members had been concerned that the redevelopment project would overwhelm the corner, but some compromises were made, including rounding off a corner of the building, making it slightly smaller. The city council then approved a zoning ordinance amendment that would allow residential units in the area, which had previously not been approved for that use. The architect firm that has designed the project is Opus Architects & Engineers Inc., the design arm of the Opus Group based in Minnetonka. Haugland, who is president of Haugland Cos. in Minnetonka, owns the site.

Demolition will begin at the end of next month. Two restaurants, the Edina Grill and an Arby's, would be torn down as part of the demolition work. The project will be done in two phases over the next two years.
