Development officials have long hoped to transform the land into a bustling industrial hub. Mulugetta Birru, the county's executive director of economic development, said he is working to secure state and local tax breaks to attract manufacturers and distributors that need convenient air service.

"Our research shows 40% of the goods produced in the United States are shipped by air cargo, and that number is growing," Birru said. Birru also said that once the zone is established, he hopes to lure companies that ship auto parts, food and other items into the zone.
