HLM, a division within Atlanta-based Heery International Inc., beat out PGAL of Boca Raton and DLR of Orlando for the architectural contract. HLM's projected fee for the work wasn't disclosed. However, area design sources tell GlobeSt.com architectural fees for most commercial projects depend on the final development cost.

"The fee could range from a half percent on a $100-million-job to five or six percent on smaller projects," a local architect familiar with comparable projects tells GlobeSt.com. Lake County commissioners haven't yet pinpointed a final development cost for the project, county staffers tell GlobeSt.com.

The county is studying a consultant's report that suggests adding 126,000 sf to the Judicial Center, 40,000 sf to the jail and increasing the bed count to 1,216 from 960. Surface parking would also grow to accommodate 600 vehicles at the East Main Street building. The average daily jail count has increased by 50 to an average 100 inmates a year over the past 10 years, according to jail officials.

In Orlando, Orange County sheriff Kevin Beary has opened his department's $39-million, 200,000-sf Central Operations Center on the former site of Montgomery Ward department store on West Colonial Drive. The two-story structure consolidates 37 Sheriff's Department satellite offices. The three-phased project took three years to complete.
