OSSINING, NY-With the start of construction potentially just months away, Cappelli Enterprises has formed a joint venture with Ginsburg Development LLC to help build the Harbor Square waterfront development here. Harbor Square, a $78-million mixed-used project, has been in the works for about eight years.

The Ossining Planning Board approved the latest plan earlier this month and all that stands in the way of the project finally breaking ground is the go-ahead from the Village Board, which could act on the proposal by November. Pending final approval, Cappelli officials say construction could begin on the venture by the end of this year.

Ginsburg Development, which has been working on the project on a consulting basis of late, will now contribute design and architectural input and will be in charge of marketing the project. Cappelli will manage the construction of the development, which should take about 18 months to complete.

Harbor Square is located on a portion of a 4.5-acre site on the Ossining waterfront that will feature 150 condominiums, 10,000 sf of retail and restaurant space and a waterfront park. The condominiums will be located in one main building. Under previous plans, the units were housed in two buildings. In addition, building height was an issue in the past. The maximum height of the project is now 79 feet, a Cappelli spokesman notes.

Martin Ginsburg, principal of Ginsburg Development, which is based in Valhalla, says he anticipates Harbor Square is "the type of waterfront development that I believe can initiate the process of making the Ossining waterfront a destination and one of the most exciting places on the river." The start of construction will initially involve some environmental remediation of a portion of the property. The former industrial site will require capping of soil and other remediation, which should take several months to finish, according to the spokesman.
