The jury found that negligence on the part of the Port Authority for not properly maintaining the garage was a substantial factor that lead to the attack. The jury found the authority 68% responsible for the attack, while holding the terrorists 32% responsible.
This case was a consolidation of 400 cases brought in the matter. Money damages will be determined in separate trials. The jury was not allowed to consider the Sept. 11 terrorist attacks that destroyed the towers.
The Port Authority expects to appeal the verdict. Ramzi Yousef was convicted and sentenced to life without parole for his role in the attack.
Also yesterday, the Commerce Department's National Institute of Standards and Technology released findings and recommendations its building and fire safety investigation of the World Trade Center disaster. The report includes 30 recommendation for improving building and fire safety based on the findings of the investigation. The report calls for action in the areas of increased structural integrity, enhanced fire endurance of structures and new methods for fire resistant design of structures. It also recommends enhanced active fire protection, improved building evacuation, improved emergency response, improved procedures and practices as well as education and training.
