"It's their intent to break ground as quickly as they can. It just depends on what permitting needs to be done for the specific site," says David Hightower, executive vice president of Houston-based Wolff Cos., which developed the 150-acre Westway Park. "I know architects are feverishly working on the plans." Osborn & Vane Architects Inc. of Houston is designing the structure.

The apartment association's leaders didn't return telephone calls by publication time. The group bought the two-acre site in the past two months.

Hightower tells GlobeSt.com that prices in Westway Park, located at the junction of the Sam Houston Tollway and Clay Road, can range from $7 per sf to $20 per sf. "It just depends on the size of the site, where it's located, whether it's fronting the Sam Houston Freeway, or an interior site," he adds.

Hightower acknowledges he approached the organization about the Westway Park land after learning about the plan to relocate its headquarters from 10815 Fallstone Rd. "This was a ready-to-go site for them," he says. "All the utilities were there. They didn't have to worry about detention because the park provides common detention facility."

Hightower says the tract's other advantage is the immediate area contains similar quality buildings to the apartment association's headquarters plan, which was an important consideration due to Houston's non-zoning laws. "This is one of the things that companies look for in making site decisions," he adds.

Westway Park is now 75% sold. A deal for another 12-acre sale is anticipated to close in 30 days, according to Hightower.
