BOSTON-South Boston landowner Frank H. McCourt Jr.'s request to defer action on the renewal of a parking permit for a 1,000-space parking lot along Congress Street has been denied by the zoning board of appeals.

McCourt, owner of the Los Angeles Dodgers, asked the board to defer action on the renewal until he is able to transfer the 24-acre site to a new owner. Mayor Thomas Menino, who has been pushing for the development of the waterfront site, threatened to deny the parking permit last month because of his concerns over McCourt's inability to develop the land.

News America Corp., which sold L.A. Dodgers to McCourt two years ago, says it was close to finalizing a deal to buy the parcel. The appeal board's decision could affect nearly one-third of the site.

Transpark, which operates the Congress Street parking lot, declined to comment on the decision. Also, McCourt did not return calls from GlobeSt.com seeking comment.
