Massport officials say that although the agency approved $1.2 million in funding for environmental review planning for the rental car facility, it would not commit funds for construction. It hopes to strike a deal with rental car companies to cover the construction costs.
One of the factors hindering that funding is the decline in landing fees collected by Massport because of a drop in the number of flights into and out of Logan. Cargo and mail flights have also dropped during that time period.
