"We're talking to Mr. McCourt but we don't have a deal just yet," said the official, who did not want to be identified. He said both parties are "close" to reaching an agreement.

Earlier this month, the city's Zoning Board of Appeals denied McCourt's request to defer action on a parking permit for a 1,000-space parking lot along Congress Street The city previously said it will not renew parking permits on the waterfront site unless the developer shows a "serious intent" to redevelop the property.

McCourt, owner of the Los Angeles Dodgers, will reportedly use the proceeds from that sale to pay off a $145-million loan he took with News Corp. to purchase the team. The loan was backed by the South Boston property. News Corp. reportedly plans to develop the site. McCourt could not be reached for comment by deadline.
