PHILADELPHIA-The Philadelphia Authority for Industrial Development has awarded an $18.3-million infrastructure development project at the Navy Yard to KS Engineers. The project covers the 82-acre historic core of the 1,200-acre mixed-use development in South Philadelphia that is managed by the Philadelphia Industrial Development Corp.
KS, a minority-owned engineering firm based in Newark, outbid 11 contenders in a publicly advertised bidding process. Financing for the project comes from the state's Business in Our Sites program, designed to create shovel-ready sites for expanding businesses.
Wayne Gordon, KS's project manager, tells GlobeSt.com the master plan and streetscape are in the design phase now and he expects the project to reach completion in December 2007. "It encompasses new utilities, streets, sidewalks, outdoor seating and construction of New Constitution Park," which he says is a 2.5-acre public space.
The Navy Yard, a former military installation, currently includes industrial, office and research facilities with more than 6,500 employees and 70 private companies. Urban Outfitters has relocated its headquarters into four renovated buildings in the Navy Yard, and a JV between Malvern-based Liberty Property Trust and locally based Synterra Partners is developing a nine-building, $150-million office complex there.
