DELANO, CA-Construction has started on the 70-unit Belmont Meadows Apartments, the latest in growing portfolio of Central Valley affordable communities developed by Long Beach-based Simpson Housing Solutions. The complex will include what Simpson describes as "large, hard-to-find units of three and four bedrooms" that will range from 1,058 sf to 1,217 sf.
Simpson is partnering with the nonprofit LINC Housing on theproject, the total development cost of which is $14.16 million.Financing consists of an allocation of $11.6 million in federal low-income housing tax credits, a permanent loan of $1.46 million and a developer note of $1.09 million.
Scheduled to be completed in December, the project at 150 Belmont St. will feature apartments set aside for households earning a maximum of 30% to 60% of the area median income for Kern County, according to Michael Costa, president of SHS. All of the apartments will be affordable, and the median income will be determined according to guidelines published by the US Department of Housing and Urban Development.
Rents are expected to range from $334 to $527 for a three-bedroom apartment and from $373 to $574 for the four-bedroom units. The rents are well below prevailing market-rate rents for comparable apartments in the area.
Simpson is developing affordable and seniors housing complexes in the Central Coast, notes Costa. "These cities and towns need affordable housing just as much as more urban areas, if not more, because in most cases the existing housing stock is older, with fewer amenities, so families havefewer choices," he says.
Designed by R.L. Davidson Architects, the project will feature a clubhouse, a community room, a computer learning center, a fitness center and game room, laundry rooms, outdoor barbecue areas and a tot lot. The development site is near public transit, schools, health care facilities, shopping andrecreational facilities.
Once the project is completed, a resident services administrator will be hired to coordinate and provide free on-site classesand programs, as well as to create a network of local service providers and community-based resources for residents.
