The library no longer has room to store the documents and artifacts, many of which are now being kept off site. Under the current expansion plan, the library would add purchasing one and a half acres from the University of Massachusetts at Boston, which lies adjacent to the library's waterfront location. The National Archives and Records Administration would pay UMass $2 million for the land and fund the $20-million construction project, pending Congressional approval.

A large portion of the new wing would be storage space which will house papers and documents belonging to Senator Kennedy. They are currently stored at a regional records center in Waltham. Papers and artifacts belonging to other Kennedy family members and members of President Kennedy's administration, including Robert F. Kennedy, Eunice and Sargent Shriver, Jean Kennedy and Steven Smith, along with memorabilia such as gifts of state and rocking chairs and clothing used by JFK would also be stored in the new addition.
