TUCSON-Actus Lend Lease will begin work in the fall on its first military housing project in the Southwest. The $300-million contract targets 2,153 residential units for redevelopment and renovation at Davis-Monthan AFB in Tucson and Holloman AFB in Alamogordo, NM.

The initiative is part of the Air Combat Command Group 2 Military Housing Privatization Project to develop, rehab and manage housing at US bases. Holloman's initial phase will put new units at First and Martin avenues. Davis-Monthan's first phase will be situated at Cuijota Boulevard and Mustang Street. As part of the deal, Actus got a 50-year property management contract from the USAF.

Ryan Kleinau, development manager with Actus' development group Soaring Heights Communities LLC in Tucson, tells GlobeSt.com that the initial phases at both bases will take seven years to complete. In the end, the bases will have a combined 1,838 rehabbed or new residential units for the troops.

The two-base plan calls for 1,276 units to be razed and replaced with 961 units of single-family, duplexes and four-plexes. Another 579 units will be renovated and 298 units left as is. Kleinau says rents for military personnel will range from $750 to $1,600 per month, with rank and housing type as the determining factors.

"We're opposed to anything one-bedroom," Kleinau says, "and there are only a handful of two-bedroom units." The remaining housing will have three, four and five bedrooms. A three-bedroom design totals 1,637 sf; four-bedroom units, 1,950 sf.

Kleinau says the project is Australian-headquartered Actus Lend Lease's first in the Southwest although its is no stranger to US military housing developments. "We hope this paves the way for more," he adds. "We're pretty excited about this."

Town And Home Inc. of Simi Valley, CA is the project architect; Kasl Engineers from Citrus Heights, CA is the engineer. Actus Lending Construction, a subsidiary of Actus Lend Lease, is the general contractor while another subsidiary, Lend Lease Retail & Communities USA, will handle property management.
