PALMDALE, CA-Amcal Multi-Housing Inc. has started construction on the Agoura Hills-based company's newest affordable housing project for seniors, the 81-unit Cielo Azul. The development site is at 38040 27th St. East in a location that is surrounded by restaurants, shopping and public transportation.
The Cielo Azul complex will comprise 64 one-bedroom units and 17 two-bedroom apartments, with common area amenities including open space, a spa and a community clubhouse. Amcal says that all of the apartments in the complex will be affordable, with 24 units designated for renters with incomes of 60% of area median income, 40 units at 50% of area median income, eight units each at 40% and 30% of AMI and one unit for the on-site staff.
Percival Vaz, president and CEO of Amcal, notes that the site of the new housing is the Palmdale Senior Center as well as numerous medical clinics and facilities. The complex is scheduled to be completed in 2008.
Cielo Azul will be financed with more than $9.9 million in 9% low-income housing tax credits allocated in 2006. The project financing includes more than $19.3 million by SunAmerica, WaMu, California Community Reinvestment Corp. and the City of Palmdale.
The Cielo Azul project is one of a number of affordable housing developments that Amcal has either planned or under way, including the 74-unit affordable housing apartment complex Villas del Lago near MacArthur Park in Los Angeles. For the Villas del Lago project, Amcal has helped 37 displaced families find new homes.
Amcal implemented relocation procedures according to a combination of federal, state and local laws. The company paid $964,000 in relocation assistance benefits based on the families' respective qualifications.
In addition to multiple apartment developments for low-income families and seniors, Amcal has developments under way that are designed to provide work force housing for sale. Among them is a project called West Angeles Estates that will feature 50 three-story townhomes located at the corner of West 94th Street and South Broadway Avenue in South Los Angeles.
