Similar casino selections are going on in the other counties. The companies will be considered a "Lottery Gaming Facility Manager" if selected by the state commission for each region.

Penn National Gaming Inc., MGM/Foxwoods, Harrah's and Marvel Gaming LLC all submitted their proposals by the Nov. 28 deadline. Now, various county and state committees will review the proposals, and public hearings will be held, with Sumner expected to make its recommendation to the Lottery Commission sometime after Dec. 12.

A last-minute filing was made by Penn, which has also filed to be considered for a new casino in Cherokee County. For Sumner, the Wyomissing, PA-based firm has proposed a $365-million, 450,000-sf facility. Hollywood Casino-Wellington would feature a 350-room resort hotel, a 70,000-sf gaming floor, Hollywood memorabilia, restaurants, a sports bar, a retail center and a 1,750-seat convention center. The Highway 160 property could hold another $200-million expansion, including 200,000 sf of retail and entertainment space, a golf course and another hotel, bringing the price tag for the whole project to more than $565 million. "We're hoping this can all be settled by mid-to-late 2008," Richard Klemp, VP of government relations for Penn, tells GlobeSt.com. "And of course, if our projects are selected in both counties, we'd do both."

Marvel has proposed a $350-million casino project on 140 acres at the southwest corner of Seneca and Highway 160. The property would include 65,000 sf of casino floor, 10,000 sf of retail, a 40,000-sf convention center, a 300-room hotel and of course bars and restaurants. Marvel suggests in its proposal that it could expand the current city of Wellington golf course.

Harrah's Kansas would provide an initial investment of $500 million, according to its proposal, to bring in a large casino, a championship golf course, a 30,000-sf conference facility, a "city block's worth of high energy nightclubs and lounges," 18,000 sf of shopping space and a 275-room hotel. However, Harrah's says that with 500 acres of property in the county, it can expand the site to include future development phases that would take a total investment of $1 billion. The company has also said it will give back a $1.5-million grant each year for community development.

A conglomeration of heavy hitters has formed a company that would run Chisholm Creek Casino Resort, including MGM, Foxwoods, and even an LLC headed by former Wichita Mayor Bog Knight. The $425-million Chisholm Creek would feature a 250-room hotel, a 70,000-sf gaming floor, retail, movie theater and restaurants, to be developed on a 176-acre parcel of land just off the Mulvane exit of the Kansas Turnpike. Future phases would include a resort golf course, RV park, a retail sports outlet like Cabela's and an 18-hole golf course.
