The review focuses on permission to remove the Salt River Project's electrical substation from the site at Scottsdale and Camelback roads. The Scottsdale development company, led by Mark Madkour, is planning to cover the costs for a new substation at 68th Street and Indian School Road, which needs to be rezoned for that use.

Madkour tells GlobeSt.com the continuance was requested because of design issues that need to be completed before the project is presented to city council. "We're in final meetings to get everything clarified," he says.

Madkour says he anticipates council will vote in favor of the rezoning, which would clear the way for a formal groundbreaking in first or second quarter 2009. He points out the Scottsdale Planning Commission unanimously approved rezoning for the substation project at its Oct. 22 meeting. "The planning commission has approved all three submittals, the project from the start," he says.

The 11-acre Solis Scottsdale Resort and Residences will feature a 241-room Solis Hotel, 141 condos and 16 single-family penthouse units. Amenities will include a spa, restaurant and shops.

Madkour says he's been working for awhile to get the project off the ground and is glad to see the light at the end of the tunnel. "We've been working on this for 2.5 years," he says. "These are the final meetings before we can get started."
