[IMGCAP(2)]Designed by Santa Monica-based Van Tilburg, Banvard and Soderbergh, Andalucia Heights is an infill development that will include front stoops along Fourth Street to integrate the project into the surrounding community. It will consist of two buildings comprising four one-bedroom apartments, 48 two-bedroom units, 20 three-bedroom units and three four-bedroom units, along with 75 subterranean parking spaces.
The new complex will be reserved for families who earn 60% or less of the area median income. Twenty-one units will be dedicated to households earning 60% AMI, while 30 units will serve families with 50% AMI, 15 units for families with 40% and the final eight units for families earning 30% AMI. Apartments range from 580 square feet to 1,250 square feet.
Amcal and its nonprofit partner, Works, secured the financing for the project with an award of $13.3 million in 9% low-income housing tax credits, which were awarded in 2008. Equity, construction and permanent loans are being provided by Hudson Housing Corp., Chase Community Development Banking and California Community Reinvestment Corp.
Andalucia is Amcal's first development to receive L.A. County Community Development Commission City of Industry funds, and it is also the first development in California to use funds awarded through the State Housing and Community Development Infill Infrastructure Grant Program.
The development is scheduled for completion in 2010. The developer wil use sustainable materials in the project, as it does in all of its developments.
