The new office tower, which includes a three-level underground garage with 325 parking stalls, is the new home to the Riverside County District Attorney, which will occupy eight floors, as well as the county's probation department and the county counsel, which will each occupy one floor. The county is consolidating the departments from multiple older buildings in the area into the new building, which was designed by Irvine-based architect Langdon Wilson.

Rich notes that meeting the project's completion deadline required Snyder Langston to fast-track tenant improvements, which required a simultaneous construction and design process, with Langdon Wilson senior managing partner Patrick Allen fast-tracking designs with the county. The project was completed in 21 months and within budget.

According to press reports at the time the county's purchase of the building was announced, it cost the county $126.5 million.
