No reason was provided for his retirement, and organization officials could not be reached for comment. In a statement, institution President Max Crofts said he hopes Armstrong will continue to be actively involved in the world of property. "Louis has played a leading role in building RICS as the market of property professionalism worldwide and has done an immense amount to raise our profile and influence around the world," Crofts said in the statement.
In 1998, Armstrong laid the foundation of his reforms in the organization's Annual Review program. "Nothing is off limits. (It's about) creating a buzz and excitement, anticipating and focusing on members' needs, marketing our products and services better, using technology to provide information globally, raising our profile and building an open and responsive institution," he wrote. Armstrong then introduced new governance, member, specialism and regulatory structures to back up his vision, resulting in a surge in membership to more than 100,000 members in more than 140 countries.
Armstrong is a former Royal Navy Rear Admiral, having served for 15 years. He read law at Magdalen College in Oxford, and is a barrister, Fellow of the Chartered Management Institute and Fellow of the Royal Society of the Arts.
