OXFORD, MS-Olin Corp., an ammunition manufacturer, is planning to invest nearly $100 million to construct a class A industrial building measuring 500,000 square feet to accommodate the company's operations center. Originally, the firm had planned to keep the Winchester Centerfire Operations in East Alton, but later changed the location to Oxford.
