IRVINE, CA-Jones Lang LaSalle has expanded its project and development services group with the hiring of David Prolo as an EVP and Pamela Heckman as a vice president. Prolo, who formerly was a division president at John Laing Homes, will manage complex developments of multifamily, mixed-use and commercial projects throughout Orange County. He will also be responsible for expanding the firm’s business in the region. Heckman will be responsible for the oversight and management of various construction projects in Orange County.
Judy Caruthers, EVP of JLL’s project and development services group in the Southwest region, says that the firm sees Orange County and the multifamily sector as two areas for growth in the coming years. “We anticipate that client demand will increase in 2011” and generate a growing need for project management services, Caruthers said.

Heckman
At John Laing Homes, Prolo responsible for more than $1.55 billion in housing revenue and 3,800 homes sold. Throughout his 17 years in real estate, he has managed the development of 14 multifamily communities, 20,000 square feet of retail space and three tenant improvement/renovations of assisted and skilled nursing facilities.
Heckman previously was the leasing and tenant manager at Makar Properties, where she was involved with the design development, leasing and operational set up for a 191,000-square-foot mixed-use project.
Jones Lang LaSalle’s project and development services group employs 900 project management professionals across the country with expertise in occupancy planning, relocation and build-out, multisite program management, ground-up construction and complex redevelopments. PDS professionals can advise on project initiation, planning, design, construction and closeout for single assignments or multiple projects across a portfolio, functioning as a manager or at-risk developer, overseeing some or all phases of the development process.
