SAN DIEGO-Lowe Enterprises has started building the second phase of the 38-acre County Operations Center and Annex improvement on Overland Avenue in Kearny Mesa. The second phase comprises two four-story, 150,000-square-foot office buildings, a cafeteria and a 15,000-square-foot conference center.
The $188.5-million first phase, completed in October, includes two office buildings measuring 150,000 square feet and a seven-level parking structure with 1,800 spaces.
