NEW YORK CITY-Michael Halkias, the proprietor of Grand Prospect Hall, is holding on to his proposed plan to construct an 11-story hotel on Prospect Avenue, in spite of opposition from more than 200 residents. Residents have inked an online petition urging Halkias to reduce the height of his 110-foot building plan.
