NEW YORK CITY-The Bloomberg administration is sticking to its promise made to Larry Silverstein regarding leasing one-third of 4 World Trade Center. The city will occupy 582,000 square feet or 14 floors in the second tower coming up at the site of World Trade Center at an annual asking rate of $56.60 per square foot.
