SEATTLE-Avalon Bay Communities, an apartment developer, has proposed two seven-story buildings on a University District site. The developer has filed preparatory paperwork with Seattle planners for developing the 1.3-acre property to house 12,000 square feet of retail, 385 apartments and underground parking.
