
TROY, NY-Judge Development Corp. has revealed its $55-million plan to replace the former City Hall situated in Troy, New York, with 100 apartments, a 25,000-square-foot retail space and a waterfront esplanade. Judge and two other companies namely, Columbia Development Cos. in Albany and Nigro Cos. of Albany, are competing to redevelop the 1 Monument Square parcel.
