NEW YORK CITY-Edison Properties, a developer based in New Jersey, is planning to construct a residential tower consisting of 407 units at 249 West 28th Street situated south of Penn Station. The developer wants to build the apartment tower on its parking lot at the site, but it needs to rezone the area.
