BALTIMORE-J. Joseph Clarke, a Baltimore-based developer, is seeking approvals from the city to construct an apartment building on the old Southern Hotel site at Redwood and Light streets in downtown Baltimore. The developer is looking to replace the old Southern Hotel at 1 Light St. with the 16-story complex consisting of 264 apartments.
