BROOKLYN, NY-The Related Cos. is negotiating lease deals with J.C. Penney Co. and Wal-Mart Stores Inc. about anchoring a shopping center west of Howard Beach in southeast Brooklyn. The scope for the 630,000-square-foot development was backed by J.C. Penney's interest.
