BALTIMORE-Radio One Inc., a media company, has signed two leases in Silver Spring with plans to relocate its headquarters to Montgomery County from Prince George's in January. The urban radio network has leased 25,000 square feet at 8515 Georgia Ave. from Foulger Pratt and 21,000 square feet at 1010 Wayne Ave. from Moore & Associates Inc.
