SAN DIEGO-Westfield UTC has started the first phase of a $1-billion renovation of its former University Town Centre. The San Diego City Council approved the La Jolla project three years ago but it was delayed due to the recession.

The plan calls for an additional 750,000 square feet of retail space above the existing 1 million square feet. The projected cost of the first phase is $180 million.
