Swami Palanisami is planning to build 123 rental units at the abandoned site in the Stevens Square neighborhood. The property has remained unused for years. Palanisami has invested nearly $4 million into the development, which has been held up for years due to the downfall of the condo market and by historic-preservation paperwork.
