MEMPHIS-A plan to convert the former headquarters of National Cotton Council of America in Memphis into an apartment complex is proceeding ahead. A $2.35-million building permit has been filed by Standard Builders Inc. to redevelop the 35,793-square-foot building at 1918 N. Parkway.

The new apartment property, to be named the Cotton Council Apartments, will contain 142 apartments. William Yandell and John Glassell, functioning as Cotton Council Apartments LLC, are expecting to close on the acquisition of the building on November 15.
