AUSTIN, TX-Austin-based Andrews Urban LLC and a subsidiary of Atlanta-based Novare Group Investments LLC are planning to construct a 23-story apartment building at 47 Rainey St. in downtown Austin. Smallwood Reynolds Stewart Stewart Associations Inc. of Atlanta will be the architect of the new multifamily property.
