OAK CREEK, WI-The city of Oak Creek and Wispark LLC are planning to turn the former Delphi site into a new neighborhood with 550,000 square feet of apartments, 250,000 square feet of retail, a City Hall and a new public library. They have teamed up to redevelop the 85-acre property on the southwest edge of South Howell Avenue and East Drexel Avenue.
