ELM GROVE, WI-MSP Real Estate Inc. is planning to replace an old Traffic and Parking Control Inc. structure in Elm Grove with a 98-bed memory care services and assisted living facility. The St. Louis Park, Minnesota-based company is negotiating with Elm Grove officials to procure tax incremental financing to support its development.
