WASHINGTON, DC- Skanska USA Civil Southeast has been awarded a $90.7-million contract from DC’s Department of Transportation to expand the scope of the ongoing 11th Street Bridge Project. The expanded scope will add new traffic movement on the north side of the project and change the SE/SW freeway to be an at-grade crossing, Brook Brookshire, VP at the joint venture firm Skanska/Facchina, tells GlobeSt.com. Skanska’s share of the contract is 70%, or $63.5 million.

The original project envisioned by DDOT was larger than what it could afford in 2009, Brookshire says. “It fixed the project at $260 million and put out the design-build-to-budget for bids.”

The Skanska/Facchina JV won the project and work on phase one commenced. That portion of the project called for the construction of three bridges across the Anacostia at the 11th Street crossing meant to replace the two existing bridges. 

The District procured additional funds to expand the scope of the project from the federal government and from local sources. Ever since the launch of phase one, the company has been working with the District to maximize its investment at the 11th Street bridge in the hopes that it would be able to procure the additional funds, Brookshire says. “It would have cost a lot more to make these additions when the project was complete.”

Project elements include the removal and replacement of two flyover bridges, the reconstruction of the SE/SW freeway from an underpass to an at-grade boulevard, and the extension of 12th Street over CSX tracks. The work is scheduled to deliver in November 2015.
