BALTIMORE-A zoning change for the former Solo Cup plant site in Owings Mills was approved by the Baltimore County Council. The approval has paved the way for a $140-million office and retail center on the site at Painters Mill and Reisterstown roads.

Greenberg Gibbons Commercial Corp. is preparing to replace the Solo Cup plant with Foundry Row, a 375,000-square-foot, Wegmans-anchored retail center.
