TAMPA, FL-The Tampa Bay Times reported that a partnership between Phillip Smith from the Framework Group and Greg Minder from the Intown Group has proposed an $88-million riverfront residential tower beside the David A. Straz, Jr. Center for the Performing Arts. The partners are planning to buy the city property, situated behind Tampa's John F. Germany Public Library, for $4 million.
